Heat vegetable oil in a large skillet over medium heat.
Add the ground turkey to the skillet and cook, breaking it apart with a wooden spoon, until browned and fully cooked, about 5-7 minutes.
In a bowl, whisk together soy sauce, honey, rice vinegar, sesame oil, grated ginger, and minced garlic.
In a small separate bowl, mix the cornstarch with water until dissolved. Add this slurry to the soy sauce mixture and stir to combine.
Pour the teriyaki sauce over the cooked turkey in the skillet and bring to a simmer. Stir frequently until the sauce thickens and coats the turkey, about 2-3 minutes.
Prepare your rice bowls by dividing the cooked rice into serving bowls.
Top the rice with the teriyaki turkey, steamed broccoli florets, and shredded carrots.
Garnish with sliced green onions and sesame seeds, if desired.

Notes
You can substitute ground chicken for ground turkey if desired. Adjust the sweetness of the sauce by adding more or less honey.
